The event was presided over by Mayor of Tainan Huang Wei-che, who led the business and municipal delegation visiting the Tricity. The delegation also included representatives of TAIPO, headed by President Chao Chung-Chieh, as well as representatives of over a dozen Taiwanese companies from the semiconductor, robotics, and drone sectors.

Among the guests were representatives of the Polish delegation: Deputy Marshal of the Pomeranian Voivodeship Leszek Bonna, Secretary of State at the Ministry of State Assets Eliza Zeidler, Mayor of Gdańsk Aleksandra Dulkiewicz, and Deputy Mayor of Gdynia Tomasz Augustyniak.

Pomerania as a strategic partner for Taiwanese technology

The signed agreements were the result of cooperation dating back to July 2025, when Invest in Pomerania signed a letter of intent with TAIPO to strengthen economic ties between Pomerania and Taiwan. The aim was to promote the Pomeranian region as an investment destination for Taiwanese companies in the high-tech, electronics, and semiconductor sectors, as well as to explore the possibility of establishing a dedicated industrial park for Taiwanese investors.

In September 2025, an Invest in Pomerania delegation visited Taiwan, signing a memorandum with the city of Chiayi, holding talks with Tainan and Kaohsiung, and presenting the investment site in Wojanowo to Taiwan’s Minister of Foreign Affairs. In November, following another TAIPO visit to Pomerania, the project reached Taiwan’s President William Lai, initiating government-level discussions.

Cooperation accelerated in spring 2026: in March, a Pomeranian delegation attended the Smart City Summit & Expo in Taipei, and in April TAIPO revisited Pomerania, continuing talks about the Wojanowo park. As a result, the authorities of Tainan entrusted TAIPO with coordinating the initiative, which led to the July delegation visit to the Tricity and the signing of the agreements.

Tainan – Taiwan’s hub for semiconductors, AI, and biotechnology

Tainan is one of Taiwan’s most dynamically developing technology centres. The backbone of its economy is the Tainan Science Park, part of the Southern Taiwan Science Park, home to TSMC (with an advanced 3nm production line) and United Microelectronics Corporation (UMC). The city is also developing a national computing centre supporting Taiwan’s AI ambitions, serves as a hub for biotechnology and medical industry (with over 400 companies in this sector), and is advancing green energy and photovoltaics. Tainan forms a key node of the Southern Taiwan Semiconductor Corridor, connecting it with neighbouring Kaohsiung.

A new impetus for regional development

The signed agreements contribute to building Pomerania’s position as a regional centre of advanced technologies, developing competencies in AI and robotics alongside investments in energy and logistics infrastructure.

The delegation’s visit to the Tricity also included a networking event for Polish and Taiwanese companies at the Pomeranian Science and Technology Park in Gdynia, as well as visits to the Robot Programming Centre at the Gdańsk Science and Technology Park, TMA Automation, and the Port of Gdańsk. These opened further areas for discussion on cooperation in robotics and automation, as well as potential collaboration in agricultural products between Pomerania and Taiwan.

Companies associated with the Pomeranian Science and Technology Park also took part in the networking event: Flint Systems, a manufacturer of VR training simulators replicating operational conditions in construction, ports, offshore, and energy sectors; WiRan, an electronics laboratory operator specialising in RF/Microwave technologies, telemetry, IoT, and EMC testing, whose devices are used in satellites, WiFi systems on trains, and air quality sensors across the Tricity; EmbeddedSystems.do, an embedded systems engineering company and creator of the ESLOG system for monitoring food transport conditions; and NavSim Technology Inc., a Canadian developer of marine and inland waterway navigation software and satellite communication systems.

At the same time, contemporary geopolitics is pushing for more resilient supply chains, making locations in Central and Eastern Europe attractive to Asian investors seeking stable, strategically positioned production bases.

Today, Europe accounts for only 7% of global chip production, but dominates in equipment and components: European companies generate over 30% of global semiconductor manufacturing equipment sales and over 40% of the components market. The ambitious goals of the European Chips Act aim to increase Europe’s market share from 12% to 20% by 2030, requiring investment in infrastructure, skills development, and regional cooperation.

Support from the European Regional Development Fund amounts to approximately PLN 145 million, with a total project value of PLN 167 million.

The initiative also includes support for SMEs through investment grants for the development of production infrastructure and the implementation of new technologies. The project envisages actions to attract and retain talent, including matchmaking between candidates and employers, labour-market adaptation support, and the promotion of the region as a place conducive to professional development. Beneficiaries include investors, local governments, business-support institutions, universities, and job seekers. The project aims to increase the number of investments and reinvestments in the region—especially in priority sectors—strengthen links between companies, and enhance their competitiveness, ultimately contributing to improvements in the labour market.

Conference Overview

The substantive part of the event featured an expert panel on global trends in foreign direct investment (FDI), the development of artificial intelligence, semiconductors, mobility, supply-chain management, and sustainable investing. Experts representing FT Locations, the World Bank, and SEMI Europe highlighted that Pomerania—thanks to the energy transition and the dynamic growth of modern business services, IT, offshore, and mobility industries—has a strong opportunity to further strengthen its position in global value chains while maintaining a high level of coordination in investment policy. The conference also included a presentation of project details and available support instruments.

The Pomerania Development Agency showcased a wide range of its activities, including support for the construction of Poland’s first nuclear power plant, digital transformation programmes for companies delivered through the Pomeranian Digital Innovation Hub (PDIH), investments in innovative solutions through the Capital Fund, and initiatives supporting the development of the innovation ecosystem and R&D financing. Projects Delivered by Invest in Pomerania

Since the start of the initiative, 30 investment projects have been attracted, including from companies that decided to expand their operations in Pomerania. Support provided under the project contributed to the creation of more than 2,000 new jobs. Among the largest projects completed in 2024–2025 are investments by Scania, Foundever, Leman, Ferchau, HedgeServ, SK Hynix, MEP Solutions, and Openchip.

The “Invest in Pomerania 2030” project is part of the Pomerania Development Agency’s broader set of initiatives. A Synergy of Competencies

The Pomerania Development Agency will be responsible for preparing the investment offer, promoting the project at international industry events, and providing direct investor services. Meanwhile, the Pomeranian Special Economic Zone will support investor acquisition by offering, among other benefits, preferential tax relief (including CIT exemptions).

International Cooperation

For the past three years, the Invest in Pomerania team – a strategic initiative coordinated by the Pomerania Development Agency – has actively participated in semiconductor sector events across Europe and East Asia to ensure that the project is built upon proven international best practices.

In June, a delegation including representatives from Invest in Pomerania, the Gmina of Pruszcz Gdański, and local universities visited Saxony, Germany’s semiconductor capital, where existing industry-specific parks are already operational, and a new one is under construction. Meetings with Silicon Saxony, regional authorities, and TU Dresden allowed for a direct exchange of knowledge about successful public-private partnership models and comprehensive investor support systems. Recommendations from this visit – such as the “one-stop shop” approach and aftercare programs for employees – have been incorporated into the Pomeranian project.

Last week, during Semicon Taiwan, the teams from Invest in Pomerania and the Pomeranian Special Economic Zone presented the region’s investment model and the Wojanowo Park project to potential partners from Asia. Key moments of the visit included:

• A meeting with Taiwan’s Minister of Foreign Affairs, Lin Chia-Lung, focusing on Poland–Taiwan cooperation and presenting the Pomeranian Technology and Industrial Park in Wojanowo.

• A visit to Chiayi City, including talks with Mayor Liu Pei-Tung and representatives of the Asia UAV AI Innovation Application R&D Center. Discussions focused on the applications of drones and AI in smart cities. A Memorandum of Understanding (MoU) was signed between the City of Chiayi, the UAV R&D Center, and the Polish side.

• Meetings in Tainan, Taiwan’s oldest city, where agreements were signed to support cooperation between Tainan and the Pomeranian region in the fields of technology and the semiconductor industry.

The park in the Gmina of Pruszcz Gdański has the potential to become a gateway for high-tech investment in Central and Eastern Europe. The project has already been included in strategic documents of the Ministry of Development and Technology, the Industrial Development Agency, and the Polish Development Fund, underlining its national importance.

In the coming months, work on updating the local spatial development plan is expected to be completed, followed by intensified investment promotion efforts (including at the upcoming SEMICON event) and further actions aimed at aligning the Pomeranian region with the broader European strategy for the development of the semiconductor industry.
